Planning is prepared by staff based on the general needs of the citizens. Proper planning enables the District to achieve the commitments it has set within that year’s budget. The planning process includes the performance contracts (Imihigo) that the District signs with His Excellency the President of the Republic. At the end of the fiscal year, an evaluation is conducted to determine whether these targets have been achieved.

The Planning, Monitoring and Evaluation Unit prepares development plans based on the general needs of the citizens. Effective planning enables the District to achieve the objectives it has set within that year’s budget. The plan also includes the performance contracts (Imihigo) that the District signs with Paul Kagame, the President of the Rwanda. At the end of the fiscal year, an evaluation is conducted to assess whether the planned targets and commitments have been successfully achieved.
