Good governance Unit

Services provided in Good Governance Unit in Nyabihu District mainly consist of coordinating and monitoring the functioning of local government institutions and strengthening their capacity

1. Coordinating and Monitoring the Functioning of Local Government Structures and Building Their Capacity

  1. Monitoring the functioning of local administrative levels:
    • Villages
    • Cells
    • Sectors
  2. Organizing and monitoring elections of members of local government structures and special organs.
  3. Resolving citizens’ issues through community assemblies and the Tubatege Amatwi program.
  4. Resolving citizens’ disputes through mediation committees (Abunzi).
  5. Resolving citizens’ issues through the IremboGov (e-Citizen platform).
  6. Monitoring civil registration services within local government institutions.

2. Coordinating and Monitoring Unity and Reconciliation Programs

  1. Monitoring the functioning of Unity and Reconciliation Committees in the 473 villages.
  2. Monitoring the activities of unity and reconciliation mobilizers in the 73 cells.
  3. Monitoring unity and reconciliation forums in the 12 sectors.
  4. Promoting unity and reconciliation principles through the District-level forum and supporting the welfare of Abareinzi b’Igihango (Guardians of the Covenant) within the District.
  5. Monitoring the activities of Abareinzi b’Igihango from the District level to the Cell level, in collaboration with the National Unity and Reconciliation Commission.

3. Monitoring the Activities of the National Civic Education Program in Local Government and Intore Groups

  1. Monitoring Village Itorero activities.
  2. Monitoring Itorero programs in schools.
  3. Monitoring Itorero programs in workplaces.
  4. Monitoring volunteerism programs.
  5. Monitoring Village Urugerero (community service) activities.
  6. Monitoring Urugerero conducted through Ingando civic education camps organized by National Itorero Commission.

4. Culture, Youth, and Sports

  1. Promoting youth talents (talent detection).
  2. Promoting and strengthening a culture of sports among different categories of citizens.
  3. Promoting cultural values and organizing programs to commemorate the 1994 Genocide against the Tutsi and fight against genocide ideology related to the Rwandan genocide.
  4. Combating drug abuse among youth and monitoring rehabilitation programs.

5. Promoting Gender Equality and Family Development

  1. Monitoring the Family Evening Forum (Umugoroba w’Umuryango).
  2. Establishing and monitoring strategies to prevent domestic violence.
  3. Supporting and reintegrating victims of gender-based violence and human trafficking into society.
  4. Reintegrating street children back into their families.
  5. Combating illegal and substandard local alcohol production.

6. Promoting Partnerships

  1. Providing authorization documents to partners wishing to operate in the District.
  2. Monitoring the activities of development partners contributing to District development.

7. Public Security

  1. Preparing strategies to maintain public security.
  2. Organizing and strengthening the capacity of community security structures that support local government institutions.
  3. Monitoring the functioning of the professional night patrol system.
